They could just as well be assuming that the unsafe motorcyclist could be a bad parent who will teach stupid behaviors, as well as assuming their offspring will be handicapped by genes.

Black people are more at risk of leukemia. Native Americans are more at risk of drug dependency. Redheads have a stronger resistance to many pain medications. White people are more at risk of skin cancer. Why do you assume genetic predisposition stops at the brain or intelligence?

To my knowledge it is? Or at least it influences the final result - poverty will completely nullify any genetic advantage, but in higher socioeconomic backgrounds there is a correlation between the intelligence of parents and their adult children.
Under capitalism socioeconomic factors definitely play the biggest part in intelligence so I still get what you mean, but I’d say it’s more liberal idealism than actually eugenicist.
