The Israeli Knesset has advanced a controversial bill that would impose the death penalty exclusively on Palestinians accused of being involved in the deaths of Israeli soldiers or settlers in resistance operations, passing its first reading 39–16 late Monday.

The bill must pass two additional readings to become law.

Introduced by extremist Otzma Yehudit MK Limor Son Har-Melech, the legislation mandates a death sentence for what it defines as “nationalistically motivated murder" of Israelis, lowers the threshold for military courts in the occupied West Bank to approve executions, and removes regional military commanders’ authority to commute sentences.

The bill has drawn sharp criticism for its definition of “terrorism”, which applies only to Arabs who kill Jews, explicitly, but not surprisingly, excluding settlers who kill or injure Palestinians.
